Introduction
The Course Training Task List (CTTL) created by the NETC E2E (using Content Planning Module (CPM)) process is NOT used in the same fashion that it is in NAVEDTRA 130 approach. These two documents serve different purposes in developing training material. The CTTL created from CPM as a report, only has limited value and is NOT used to create Learning Objectives.

The CTTL is created during the design phase of the CPM Project. The CTTL is a report generated by CPM that shows JDTA items have been selected (in CPM Project - Performance Requirements) for possible use in a project. It does not guarantee or show how a JDTA is being used or linked to a Learning Objective in the project, it just shows that it can be selected and linked to a Learning Objective by using the Skill Basis selection at the module, lesson or section level.
The important take-away here is the CTTL shows a list of all approved JDTA data that should be trained, this list should be checked against the visual indicators / IMDP (because in some cases JDTA data will be combined and this should be identified in ISD Considerations - ISD Comments) to ensure all requirements are being addressed. The FEA should have also addressed this requirement. A CPM created CTTL DOES NOT create a learning objective construct like NAVEDTRA 130 CTTL. In most cases the CTTL is not a contract deliverable and should be used only as an evaluation tool to ensure all training requirements are identified, but the IMDP, FEA and to a lesser extent the TCCD can also accomplish this review more effectively.
